Position Summary Information

Objective

Under general administrative direction from the Assistant Vice President/Controller, the Director of Accounting, is responsible for supervising, coordinating, and directing the activities of the Accounting Department. The Director of Accounting manages the day-to-day activity associated with accounting for and ensuring adequate control of the financial resources of the college. The Director of Accounting supervises various funds accounting activities to ensure compliance with generally accepted accounting principles as well as Federal, State, and agency regulation and oversees the timely and accurate preparation of the annual financial statements and other regular reporting required by the State.

Required Quals Summary

1. Bachelor’s degree in Accounting or related field required. CPA license required.
2. Five plus years of accounting related experience along with supervising an accounting department.

Position Details

Principal Accountabilities

Principal Accountabilities

1. Directs and supervises daily accounting operations ensuring adherence to established standards of accounting principles, government statutes and regulations.
2. Responsible for the application of advanced accounting principles including but not limited to regular and ad hoc financial reporting, reconciliation of cash/investments, ledger maintenance, payables and receivables maintenance, property management, travel expense, capital project accounting and a variety of complex regular and special assignments.
3. Ensures the accuracy of college financial data required for financial and management reporting. Directs the preparation of monthly Board financial and management reports.
4. Responsible for the preparation of annual audited financial reports and assists with the annual audit.
5. Responsible for the preparation of various year-end reports to agencies of the State, including the Texas Higher Education Coordinating Board, Legislative Budget Board, and Texas Comptroller’s office.
6. Reconciles financial aid accounts, including PELL, SEOG, TPEG, Texas Grants, Outside Scholarships and Third Party Billings. Works in close collaboration with the Financial Aid Department to resolve issues with these accounts. Monitors and determine drawdowns from the Department of Education for financial aid funds.
7. Responsible for daily cash and investment management. Maintain cash position to comply with the Bank Depository Contract and invest excess cash in short-term or long-term investment instruments based on forecasted cash needs.
8. Responsible for post issuance compliance of Revenue Bond issues, including the maintenance of the required Reserve Fund, coordination of the annual continuing EMMA disclosure submission and annual bond arbitrage compliance calculations with Blinn College Bond advisors.
9. Consistently reviews current processes for improvement and automation opportunities to enhance financial reporting procedures and for compliance with federal, state, and local regulations.
10. Responsible for the oversight of all tax related items relating to the Business and Finance Division, 1099, etc.

1. Demonstrated working knowledge of Generally Accepted Accounting Principles (GAAP) and FASB and GASB pronouncements.
2. Excellent planning, organization and communication skills to interact effectively with individuals at all levels of the organization.
3. Working knowledge of Word, Excel, and mainframe integrated computer systems – experience with Banner Finance Module is highly desirable.
